depends on your outlook.
if you are thinking of pages the same way you look at your file tree then you may get confused.
go to Navigation and move the pages around so they are not all on the same level
or
don't use navigation based navigation structure, use Link Bar with Custom Links
or
create your own nav buttons and manually link them however you want
or
use dhtml stuff for drop down navs based however you want.
