Publishing, using Change Page Only should have updated all page that had changes.
Have you consider using the Insert | Component | Include Page which provides the same functionality
as Shared Border, but without any of the limitation on placement on a page, the ability to have as
many as needed within a web, etc.

Just published new website using FrontPage 2000 - extensions are supported by host. Link
bars look great in preview, but when published, some - not all - turn to text. Not using shared
borders, as I don't want links showing on Home page. Have inserted them into body of pages. Am
using "Insert Web component, then Style and navigation structure selections. When I fix one bar, it
corrects when published, but another one or two wash out to text on another page. Everything else
