Link Bar Properties

I use a border on the left side of my main page with links to other pages on
it. If I make the name of the page it is linked too very long then the
border is wider than I want. Is there any way to make the link icon/image
hold 2 lines of text so it can stay narrow?

The current link and the end of the border says:
------------------
SC Officials Page
------------------

and I want it to say:
------------------
Snohomish County
Officials Page
------------------

Can anybody help me with how to do that? The web site is :

That is an entity code (not HTML markup), and it's the wrong entity for
reliable use.

Instead, try this -

How do you edit the HTML of the border links? I can go into html mode for
the page but I don't see the border and it's links.
