link bar disappeared

I put a link bar in then tried to delete it because I wanted to put it somewhere else;

I can no longer see the link bar;

when I try to set up another link bar it says there already a link bar;

how can I either access the current invisible link bar or delete it to start over?
 
You can look for it in Code/html view

Are you using Insert Navigation?
