limiting guest/user privileges

hello, i have searched everywhere and am unable to find an answer...how do i
(or where can i find a step by step) restrict a user from running programs on
my computer as well as limiting what they see on their desktop & start menu.
i would prefer that they don't even see what software is installed on the
machine, ect. in other words i am trying to set up my machine so that a guest
can use my machine for accessing the internet and sending web based email,
but not allowing them to run any programs on my machine. i would love for
them to have one choice after booting up, connect to the internet.
