Do limited users have the ability to wreck a PC if they desired? Can they
delete items in Windows or Program Files folders? I'm basically looking for a
way to create an account on XP that prevents a user from wiping out the PC or
doing a considerable amount of damage. Is this possible?

If you are looking to protect yourself from a truly malicious person, no,
there is no way to do what you want. No matter what software steps you take,
someone could always boot from a diskette or CD and easily destroy
everything on the drive. Not to mention there's no way to prevent someone's
taking an axe to the computer. The only real protection against malice is
preventing physical access to the computer.

Software can help protect you against someone's accidentally damaging
things, but that's all.
