Limited Account users do not see same page content as Administrato

On the same computer, using the same IE6, with all the latest updates, with
all the same settings, users logged in with a Limited Account do not see the
same content on HTML and PHP pages as users with Administrator Account types.
Works fine with Mozilla Firefox, though, so it's GOT to be an IE problem.
There is no ActiveX, Java, or Javascript on the pages, just HTML tables and
images.

Can you give some idea of what is different or missing?

For example which looks most like firefox... the admin user or the limited
user. I am assuming the admin users so it "Is" something to do with settings
although perhaps not IE setting you can easily control.

Can you give the URL of a page that shows a fairly big difference?

It might help to state which OS you are using.
