As you've just seen, it is critical to mention your e-mail setup so
others don't have to guess. A simple search on "maximum recipient" (all
words) for Exchange 2000 at
http://support.microsoft.com would provide
an answer, like:

It says 5000 is the default maximum. You'll need to speak with your
Exchange admin to see what they actually configured for the maximum.
Depending on how long are each of your recipient names, I'm sure there
is some maximum size for the buffer defined to hold what you enter into
any particular field within any program. The max size for each control
within an Outlook form will vary. For example, one of the very few KB
articles that mention size:

mentions the aggregate total of all standard fields (To, Cc, Bcc,
Subject, From) is 16KB or 32KB. Yeah, like that's specific. I don't
know why Microsoft wants to hide the maximum size for each control and
the maximum aggregate size for all controls used within a form. Maybe
it changes between versions. I suppose Microsoft premises that you
would hit the max per-message recipient limit on the mail server before
hitting the max buffer size used within the program. They also probably
premise that if you have hundreds of copies to send then you should be
using a mass mailing program rather than a personal e-mail client.
Maybe if you got into using VBA to write macros for Outlook (something
I've never done), you could then look at the attributes for each control
you were adding to the form to see what was its size.
Although an article like:

indicates the maximum recipient count is 1000, that is not true if you
purge the name cache as mentioned. I thought I had read the maximum
size was 64 kilobytes aggregate across the To, Cc, and Bcc fields so the
maximum recipient count would be the summation of number of bytes for
each contact's e-mail address across all these fields, but I haven't a
definitive declaration yet as to the individual control or maximum
aggregate size for a form.

So there are further limits imposed within the Exchange server
separately of the buffer size defined for each field within Outlook.
