Lights on but NOBODY HOME

After resetting my power managements settings I turned my desktop off. Days
later tried to turn it on and "nothing". I believe I had a power supply
problem. I replaced the power supply and now the fan on the power supply
spins once and the light on the front of the tower comes on and stays on.
Thats it nothing else happens. I am running windows xp and the computer is
about 3 years old. Can anyone PLEASE help me.

Check the power Supply with a good tester.
New ones can be bad too.
If the Power Supply is OK. Check the System Board, CPU, Memory, and all
the cables and connections.
 
I already tested and the power supply is good. I have also checked all the
connections. Would resetting the power management have made any diferance? I
think I set the hard drive to never shut down. Would clearing the CMOS
possible help?
