licensing issues

I tend to remove users from the licesing manager as they
are no longer with the company. Well, every now and then,
those "users" I delete keep getting in the liscensing
manager. So I have to remove them again. What is
triggering this? How can I permanently delete them without
them coming back.

Hint: disable the licensing service. It is pretty flaky and useless.
