Deleted Users Licenses

I keep getting a message that my server is out of licenses. I can go and
delete or revoke licenses from users that have been deleted a long time ago.
Yet they still keep showing up using a license. Is there some way to
permanently delete these accounts so they won't use up a license? Thanks

Dave-

Most folks stop and disable the license logging service. Keep track of your
licenses in Excel.

Are we talking Windows licenses or Terminal Server licenses?

Windows licenses. When we open license manager it will show the number of
users over our license count. We then either delete the license for that user
or revoke the license. This clears things up for a few days but then the same
deleted users show up as being assigned a license. Any suggestions.
