No matter how many times I delete users from the license
manager they always show back up. Because of this I
constantly get Out of Licenses messages. I even have
users from an old domain showing up that I removed over
two years ago. How can I remove these users permanently?
 
Standard answer is that the Manager is buggy, turn it off, and keep
track with paper and pencil.
