I purchase XP Professional with a Dell system 6 month
ago. I didn't like the Dell, and am giving it to my
wife. The new machine I bought cam with XP Home. Can I
use the Dell reinstall CD to upgrade my new computer to
XP Professional?
 
No, it's tied to the first PC forever. You can purchase XP Professional
Upgrade from your local store and use that.

First of all, based upon the description you've provided, you have
an OEM license for WinXP Pro. An OEM version must be sold with a
piece of hardware (normally a motherboard or hard rive, if not an
entire PC) and is _permanently_ bound to the first PC on which it's
installed. An OEM license, once installed, is not legally
transferable to another computer under _any_ circumstances.

Secondly, as it has *always* been with *all* Microsoft operating
systems, it's necessary (to be in compliance with both the EULA, if
not technically) to purchase one WinXP license for each computer on
which it is installed. The only way in which WinXP licensing differs
from that of earlier versions of Windows is that Microsoft has finally
added a copy protection and anti-theft mechanism, Product Activation,
to prevent (or at least make more difficult) multiple installations
using a single license

Just do it, you should be able to re-install it as many
times as you want. It will activate on-line every 120
days otherwise you have to use the automated activation.
After say two installs you'll talk to someone tell them
anything you want.

No. The rule is quite clear. It's one copy (or one license) for
each computer.

There's nothing new here. This is exactly the same rule that's
been in effect on every version of Windows starting with Windows
3.1. The only thing new with XP is that there's now an
enforcement mechanism.
