License file corrupt-Box pops up asking for credit card info

A machine was just dropped off at my shop and after it
boots up it gives a Message. "Your License file is
corrupt. To continue using Windows XP please enter you
following information." Then a windows box pops up asking
you to enter you full name and credit card information
along with your pin number. Anyone heard of this?

No, it's likely the PC is infected with a virus or spyware file.
Microsoft, or any other legitimate software vender, would
not ask for any personal credit card information.

Scan the PC for the presence of viruses and spyware:
