Licences activated but not working

I have added 5 terminal service client licences and they
are showing as activated and installed.

However, when a third user tries to logon they receive
the message "terminal Service has reached the max number
of licences etc"

Not sure where to start..

Sounds like you're in Remote Administration/Remote Desktop for Administration mode, which only allows 2 concurrent sessions and doesn't require TSLS

If you're in 2003 go to the Manage your server wizard and make sure it has the role of "Terminal Server"
