Let a new user account share my programs etc

I want to create a non-admin account for everyday use on my PC (mainly for
safety when surfing). How can I make sure that it can access my current copy
of Outlook Express, Internet Explorer and Microsoft Outlook?
I want it to be just like my current account only it won't be able to
install programs.

Also, I have a file with a few icons in it. They work in my current Admin
account but they don't display in my new user account and when I try to
Browse to them in the file's Properties I get told that, although they are
in Winnt, I can't access that folder.

Have I phrased this question badly or am I asking something that only an
idiot wouldn't know (I am that idiot!). How do I make programs, especially
the three mentioned below, available to other profiles.

Create another Admin account for maint and lower the one you are
presently using to User permissions.

I spoke too soon. When I change my current Admin account to a user account I
get a message when I try to open MSOutlook (97)
This program is not registered properly. Run setup again. You do not have
permission of perform this operation.

Another program which I have, which loads at startup is an Oxford dictionary
program running an odd little bit of software called iFinger. This gives me
the message
Exception: EOLeError in module iFinger.exe at 00061FFC. Error Creating
System registry.

When I change the account back to an admin account MS Outlook and IFinger
run fine again.

Ah yes the old Office 97 issue of "YOU aren't allowed access". Someone
in the MS Office newsgroup should be able to sort that issue for you.
