LegalNoticeText / Registry / Carriage Return

I've done a lot of searching for how I can put a carriage
return in the LegalNoticeText string in the registry on a
Windows XP system to ensure that the formatting stays the
same.

I've tried using the NT and 2000 steps of adding 0D00 and
0A00 in binary, but neither of these are working for me.

I can get a single carriage return, but I'm not able to
get a carriage return and a line feed both to happen
(basically, I want to add a paragraph, but have the 2
paragraphs separated by a blank line). Any help would be
appreciated. Basically, I want the reg key to appear this
way (random text, not my actual message :P):

"Warning, you are accessing a secure system. Please
understand you are accessing a secure system. Really, it
is a secure system.

You have been warned that this is a secure system. You
will now be monitored, all of your information archived,
and big brother will be watching."
