Of course you can. You can build as many sites as you like with it
 
Can you legally use Word to write books you sell? Same answer.

Yes....why would you think otherwise?

I think there's a limitation on educational versions; i.e. you can use it
only for education/teaching, not in a commercial environment or gain (i.e.
using in business developing sites).
