Would it be legal to distribute Windows Messaging System (WMS) with the
software that uses it? In other words, whether is it permissible for
independant software vendors (ISVs) to include the files wms.exe
(Windows 98) and ntwms.exe (Windows 2000/XP) into their installation
packages?
Here is an excerpt from "Microsoft Knowledge Base Article - 192917"
