I have a constant red light on top, and a blinking amber on bottom. I am
networking a Dimension 8300 with XP Home to a homemade pc with XP
Professional with a D-Link DFE530TX+ Express 10/100Mbps PCI Adapter. On this
card I have a constant green light. At a loss.

The user manual describes the meaning of the colors and condition of the
individual LEDs, please refer to it for guidance.

You'll need to check the documentation for the device to be sure but if
you're referring to the Link status LED red probably means it is linked
at 10Mb/s, green probably indicates 100Mb/s link speed. Check the status
of the network connection, it should show the connection speed. Then
check the advanced properties of the device and see what the Media type
is set for. Usually the default is Auto sense or Auto negotiate but it
can be changed manually to 100Mb/full duplex, 100Mb/half duplex,
10Mb/full duplex, or 10Mb/half duplex. If it's linking at 10Mb and is
set to Auto then try setting manually to 100Mb/full and see if it takes.
