lcd monitor

I was on my computer yesterday and the monitor flashed and all the color
changed. There is no longer black lines on the web page and the black
letters are dotted with white. All of the other colors have changed entirely.
Do you think it would be the monitor or video card.
HELP!!!!!

Check Display Properties and see if the color resolution was lowered.
Try another monitor as a test to see if it's the monitor.
