LCD display 'dips'

I am using a Philips 170C 17" LCD monitor with XP Home and a Medion Radeon
9600TX graphics card. I have installed the driver supplied with the
monitor, which appears correctly within Display Properties. The refresh rate
is correctly set at 60 Hertz. I also have the latest driver installed for
the graphics card. The display has an irritating habit of 'dipping' very
rapidly when switching from one screen to another, even occasionally when
the mouse hovers over a hyperlink. I was going to describe the effect as
'flashing' but it's actually the reverse in that the display darkens . It
does this for what must be only a tiny fraction of a second, but it's
annoying nevertheless. Philips support line suggest installing the latest
graphics card driver (which I have) or changing the refresh rate of the
monitor. However any refresh rate other than 60 Hertz results in a fuzzy
display.

I would be grateful for any help.

What resolution is the monitor designed to display? LCD monitors have a
"native" resolution that they must run at in order to perform properly. For
instance, it could be 1024 X 768. Any setting other than the one the
monitor is designed for will produce unsatisfactory performance. Of course,
the monitor could be faulty itself. In that case, return it for an exchange
or a refund and try a different brand.
