Lazy writer

when lazy writer allocates blocks on secondary memory?(at the time of
actually writing to secondary storage or when data comes in main
memory)
 
It's done by the Virtual Memory Manager, not the Lazy Writer itself.
Virtual Address Space is reserved for processes when they are started.
