No, but you can do several things to speed this up:
1) Create a new presentation, add one blank slide with text box formatted to
suit your needs, then duplicate it (slide sorter view is good for this) as many
times as you think you'll need. Or more. They're easy to delete later.
2) Open a new presentation based on the template you most often use, add one
blank slide, formatted to taste, save as a new template. When you base a new
presentation on this template, it'll already have your starter slide included.
Add a bunch of slides before saving as a template if you like.
3) Download and install our ShapeStyles addin.

Create a text box styled the way you want it and "memorize" it as a style
Then all you need to do is add a new blank slide and click the Apply Style
button; ShapeStyles will add a new text box pre-formatted and ready to type
text into.
