I am trying to create a powerpoint 2003 template. I started by opening up the
master slides and editing it to look the way I wanted. I kept the text boxes
as placeholders and got it the way I wanted. However when I use the template
I can't figure out a way to control the available slide layouts. Even though
the text boxes are where I would like them on the masters when you select
that slide design the text boxes are not included and none of the options
available are what I want. How do change the available slide layout options?

You cannot create your own placeholders - only use what's already there.

The "layout" options are fixed in powerpoint. Later versions of powerpoint
allow you to create your own layouts

What about styles for charts and graphs?

I find the easiest way is to design a set of slides in the style you want
them (that's slides, and not slide masters)... then just duplicate each
slide before editing them. I've been using this technique for over 10 years
now and it always serves me well!
