Layout Table Templates......can't add layout cells ?

I created a page using one of the Layout Templates, but I can't seem to
add a Layout Cell when I use a Layout Template..............can someone
enlighten me on this behavior.

You should be able to place the cursor in any cell of the layout table
template and then click on "insert cell" in the layout tables and cells
panel. This should insert a cell 75x75 in the selected table cell. If this
wont work for you, tell us what steps you are taking to insert the cell.

I start a blank page and then on the Layout Tables & Cells Task Pane I choose
the 3rd Template and Save the Page.........then from Layout Tables & Cells
Task Pane I
choose Insert Layout Cell "button" (which should change the pointer into a
pencil pointer) however don't get a pencil point that will allow me to draw a
layout cell....
.......I thought I should have been able to create a layout cell at this
point but I can't.
Any ideas or suggestions

Using that method, you have to first click on the "show layout tool"
directly below the insert table and cell buttons and then on the cell drawing
button. This changes the table mode allowing you to using the pencil drawing
tool to draw cells within the table.

Okay, now I can draw a layout cell (blue border) but when I click on the
Cell Tab to reposition it ............I can't repostion it.....even tried
ALT + drag
but it won't repostion.

You have the cell displayed (highlighted) with the double black arrows. You
need to highlight that cell with the white arrow and it will display with
drop down arrows on all 4 sides where you can precisely set the height and
width or you can drag them if you want to.
