Layers in FrontPage 2003

I have successfully managed to create drop downs using layers and behaviours,
but I have placed them in a header frames page. Consequently, when I use the
buttons they drop down behind the lower frame. Is there a way of still using
the frames layout but having them drop down in front o the lower frame?

Each frame is a separate window and you can't cross windows
