layering tool

My layering tool no longer appears in frontpage 2003. I can not insert any
layers, any suggestions
 
Tools->Page Options - Authoring Tab
Ensure CSS1 and CSS2 positioning boxes are checked.

You may also need to set Browsers to Custom, and Schema Version to Internet
Explorer 5.0
