You're less off topic than some of the threads become.

Currently, MS Visual Studio.Net 2003 is the development environment, with
its Visual C++ component that can be purchased separately for about $109
normal retail (per MS site). You'll have to check your university bookstore
or other academic software suppliers for best UK pricing.
