I hope this is the right group to post this. If not sorry but I am kind of new to this.
There is a new update for Microsoft Internet explorer
However I am confused.
The following is from Microsoft:

Cumulative Security Update for Internet Explorer (867801)
Security Update Replacement: This update replaces the one that is provided in Microsoft Security Bulletin MS04-004, which is itself a cumulative update.
Caveats: This update does not include hotfixes for Internet Explorer provided since the release of MS04-004. Customers who have received hotfixes from Microsoft or their support providers since the release of MS04-004 should review the FAQ section for this update to determine how this update might impact their operating systems.

If you received hotfixes from Microsoft or from your support provider since the release of security update 832894 (MS04-004), review the FAQ section of security bulletin MS04-025 to determine how this update may affect your operating system. For additional information about update rollup 871260, click the following article number to view the article in the Microsoft Knowledge Base.

If I am correct, installing this update removes the hotfix patches that have been installed prior to this update.
Is that a problem?
i would appreciate someone putting this into plain English for me.
Do I need to install it or not if I already have the previous hotfixes?

Just install just the same :) You'll be still protected if you update your
computer regular :)

I installed the update.
No problems so far

It just corrects aspects of that original update, so MSoft can't be sure
that it might not affect other fixes installed later (it ought not to
unwind files from them back again, but it might not work with them in
quite the way the original one did). If you do run into trouble I
suggest getting the current complete roll-up (a much larger download) -
KB871260
