Large cache files

My cache folder has what appears to be hundreds of entries.
Are all these permanent or can they be deleted?

cache = temporary files?

internet explorer toolbar
--tools
--internet options
--general tab
--delete files

also on the general tab press SETTINGS button
change temp files size to 1-5MB

By cache folder if you mean the temporary internet files folder, then yes
you can use IE's option to clear temp internet files or manually delete
them.

And set the size to no more than 10MB.
