Laptops comes up with dial-up window on startup

My brother's new laptop recently started coming up with a dial-up window
as soon as it has started up, i.e. without an e-mail or browser
application being invoked.

You are probably going to ask for more details, but I'm afraid this is
all he told me over the phone just now.

I can ask for more details if required, but I thought there might
perhaps be a simple/obvious XP that might be causing this.

Ask him to check that the clock is not set to synchronise with an
internet clock....

A distinct possibility, thanks, especially since it was me who told him
about the synchronisation option! =-O
