Being Canadian myself, I too have encountered this issue. In order to resolve
it, please follow these steps:
1. Click on Start, and then click on Control Panel.
2. Under "Clock, Language, and Region", click on "Change display language".
3. In the "Regional and Language Options" dialog that appears, under
"Keyboards and other input languages", click on the "Change keyboards" button.
4. In the "Text Services and Input Languages" dialog that appears, select
"Canadian French", and click on "Remove". Do the same for other unwanted
keyboard methods.
5. Click on OK.
To apply the above to all user accounts, perform all 5 steps above and then
follow these additional steps:
6. In the "Regional and Language Options" dialog, click on the
"Administrative" tab.
7. Under "Reserved accounts", click on "Copy to reserved accounts".
8. If a User Account Control dialog appears, click on Continue or provide
the appropriate credentials.
9. In the dialog box that appears on your screen, check/enable both "Default
user account (new users)" and "System accounts (local system, local service,
and network service)", and then press OK.
10. Close any open dialogs and the Control Panel.
