language for non-unicode programs

hello!
i had chinese for language for non-unicoded program option
(control panel->
regions and language 地區及語言-> advance)before. For
gaming purposes, i changed
it to english, everything worked fine. But when i change
it back to chinese,
internet explorer just wont work: double click on my
computer wouldnt load,
browser would not open etc. Is there anyway to make it
work, or do i have to
stay in englsih ?

can anyone help please, i have no idea why everyone is
