Rightclick the page, and then 'Encoding'. You probably want 'western
European(windows)'

Yes, you're right. This particular web page is encoded to Unicode (UTF-8)
whereas other web pages are encoded to Western European (Windows).
I changed the encoding but the page will not change to English but is
showing characters like these: à¹?à¸,à¹?าà¹fà¸Sà¹?à¸^าภHotmail à¹.
When refreshing the page it will revert to Unicode (UTF-8). I reset IE7 but
the problem persists. I downloaded Opera which didn't make any difference
either - exactly the same problem :(
Any other suggestions?

I think hotmail may have some preference setting out of whack. I would
delete the hotmail cookie, and clear the browser history (files at clear
button on tools menu)

Out of curiosity, the IE, tools menu, Options, General tab, "Languages" is
set to English? I would maybe toggle that on and off, if there are two
there.

I did as per your suggestion using CCleaner v2.03.532
Out of curiosity, the IE, tools menu, Options, General tab, "Languages" is
set to English?

Set to English (Australia) [en-au] , nothing to toggle :) :)

I am not sure that I understood your question.
But, I understood like this.

You what to sign up new hotmail, but it display in Thai characters. But you
what in English.

In that case, goto Internet Option on IE6 (or IE7)
Goto General Tab, click on [Languages] button.

Do you see Thai language in that list? If so, move Thai language to below
English, then [OK].

Restart IE, then try again.

Not a new but an additional hotmail account. And yes
http://get.live.com/mail/overview is displaying Thai characters instead of
English (no other websites behave like this).

from IE options.

Why don't you try adding English (US) and move that to top of the list to
see
what will happens.

or delete all temporary internet files and cookies.

....done this. No change :(

Downloaded Opera - same thing. http://get.live.com/ is shown in Thai
characters, go figure :(
