Language change

Bought a second hand laptop in Germany. The operating system is in Deutcsh. How to bring it to English ? Tried to go to
Region and Language but nothing hapened. Please help

You can not change the language of Windows XP.
If you want Windows XP in English, you need to buy Windows in English.
