language bar unavailable

I am using XP Home with two languages installed. When I installed the
second language the language bar appeared minimized in the taskbar. Now
however it is no longer visible. When I go to Control Panel...languages,
the "Language Bar" is grayed out and not available to click on.

Going to the taskbar I clicked on toolbars and selected the language
toolbar. Still nothing appeared. In taskbar properties the language bar is
not one of the items available to always show.

I rebooted with no change.

How do I make the language bar appear again?

Just sending info back in case it is useful to experts like you guys.

I tried the edit on line 194 (right hand side) for restore, and
unfortunately it did not restore the language bar. I rebooted, still n
nothing. I then went back to the regional languages\language
tab\details\settings where the language bar was still grayed out.

On a hunch, I added another language (which I did not need) and when I
clicked on apply, the language bar became available again in the Preference
area. I clicked on it and the language bar reappeared.

Now I know what to do if the problem recurs: I'll just delete the language I
added and re-add it back. Hope that provides a helpful hint to what is
going wrong when this happens.

Or, you can try the following, which worked for some that I know to
have encountered the same problem, though origin of the problem is yet
to be discovered. It seems that something turns on the "Turn off
advanced text services" checkbox, which is located at the bottom of
the Advanced tab of the "Text Services and Input Languages" dialog,
which in turn disables the "Language Bar..." button, once the advanced
text services are switched back on the button becomes available again
and you can set the "Language Bar" back the way you want. Only problem
is that the cause for this in not yet known (to me that is), and until
it is it might as well come back the next restart or so.

I had trouble finding the "Text Services and Input Languages" dialog. For
others who might have the same trouble it is found at:
Regional and Language Options/languages/Advanced/Details/Advanced
