language bar disappeared

I have a few east asian languages installed on my computer, and have relied
on the language bar (undocked) to switch between the languages. A few hours
ago, the bar just disappeared. Since then, I've restarted the computer twice,
and, both times, the bar shows up for a minute and I was able to click on the
settings button and I set it to dock in the taskbar, but as soon as I clicked
OK, the bar disappeared again.

I need to know if there is a way to bring the language bar back or if I'm
stuck without it, and, if I can't get it back, what are the shortcut keys to
toggling between languages?

Right-click your Desktop taskbar, and point to Toolbars. Is Language bar
listed? Has the Language bar been minimized, making it an icon on the
taskbar?

no, it's completely gone. It's no longer listed in the toolbar menu and isn't
an icon. But it still shows up when I do something that windows security
wants approval to do.

Have a look in

Control Panel > Regional and Language Options > Keyboards and Languages
(tab) > Change Keyboards > General

and check that you have more than one language listed under Installed
Services.

Also check your options at

Control Panel > Regional and Language Options > Keyboards and Languages
(tab) > Change Keyboards > Language Bar

eg the transparent or hidden options etc
