buttons of language bar

The guide of the language bar in Vista says that this bar should consist of
two buttons: one to select the input language and one to select the keyboard
layout. However, my language bar doesn't show the keyboard button. What is
the reason? I am using a PC with Vista Home Premium and Office 2007.

Try using the language icon in control panel. It has tab for each.

I have tried doing this way but there is no mean I can add the keyboard
button to the language bar. There is only the language button.
