Labels - Inserting Clip Art

I am trying to create some custom labels for the local humane society, and
want to insert the logo onto the label sheet. Two problems occur:

1 - I can't figure out how to get the logo on all the labels without
inserting it individually onto each one.

2 - When I tried to insert it manually, I wanted it to rest behind the
text, so I chose that setting in the Format Picture --> Layout dialog.
However, I was then unable to re-select the logo in order to adjust it's
position on the label.

Word Masters -- Please help me! Surely this can be done!
