labels aren't propagating

I am trying to create address labels using mail merge and when I click the
"Update" button to propagate my labels, it only goes across the top 3 labels
(out of a sheet of 30-Avery 8160). What am I missing?

Is this a Tablet PC - Merge fields do not replicate in labels in a mail
merge document in Word 2003 on a Windows XP Tablet PC - see
