L2TP/IPSEC VPN - Always require Certs?

I know this is an "off" question, but do you ALWAYS have to have a
CERTIFICATE environment establish to utilize L2TP/IPSEC? Thanks.

No, You can use presared secrets for example but using Certs is more
secure way to do this
