Kill terminally cute balloons

There are large number of offensive messages Windows keeps popping up as "cartoon baloon
help" on the system tray. Most of these are completely and utterly useless, or downright
harmful. I don't ever want to see notices about system updates, or removing unused desktop
icons (it is none of XP's business what policies of use or non-use I emply with my
desktop!) Is there any way to kill of these childish notifications?
