Kid's access to Internet vs trojan bugs/verifiers/counters/dialers

Norton has been having a field day identifying a host of trojan verifier bugs, counters, dialers etc. All are found on my son's profile. All are in quarantine or deleted, but after three weeks of this, it's time for tough love
If I can figure out a way to restirict his internet sites that he likes to go to (but denies to me he is going) I am thinking some internet time out is in order.
I'm new to XP, and not sure how to best to approach it. Restrict internet access or restrict total access to his account?

kick him off the computer for 2 months ,should fix his
problem ,or get a old 500mhz computer with no frills (oh
how slow can you go). and run him on a limited user account
in xp to restrict downloads on his profile....and use
mozilla.org firefox as the browser as it is more secure
than internet explorer and update your antivirus daily,
as there are too many viruses coming out daily ,not weekly.
and outlook express, he should not be opening attachments,
as they carry virus.
and for extra looking in your system download spybot
from safer-networking.org and update and scan for crap
spyware on the sytem, plus use immunize and block bad pages.
