Change the keyboard ... 
If the keys then work, bin the old keyboard.
OK, ok ... you can't really do that, but you can connect up an external keyboard using either the PS2 or USB port.
You may need to take this up with Dell, but a 'replacement' keyboard ain't cheap, especially if you are out of warranty.
