At some point, when cleaning my keyboard I changed the response i get on
certain keys. E"G"If I want a question mark I get an É. The three keys to
the right of the m and the two keys to the right of the l seem to be infected
with the french symbology.

Very frustrating and I canèt find any help.

Same here. And I usually fumble my way out, by rebooting or using the Outlook
Detect and Repair, or stopping/starting Outlook, or ...?
But now that it happens often {abpout once/week}, I realize that I'd better
find a proper solution. I don't use that F Lock feature {I use a wireless
3000 keyboard and mouse, on xp}, so it's not that. No help under any 3000
wireless keyboard discussion group...
Help?

What I suggest is to remove and then reinstall your current keyboard configurations.
If a file get corrupted often a simple refreshing is all that is needed.

Control panel > Regional option > Language > details

Delete all keyboards installed (confirm with OK)
Add from the list all keyboards you just deleted
Reboot

That should do it.

If you want to customize your keyboard. That is another ball game.

Seems it's related to the new IE 7 where it checks the RESTRICTED ZONES in
your browser, thereby delaying the Outlook messaging you're trying to create
{??}.
It's a known bug but no fix is ready yet...low priority. All this from an
MVP, by the way.
I removed all those RESTRICTED sites and all was OK.
I will try your solution, as my keyboard 'stuttering' reappeared after I had
to go back to a system restore checkpoint, and this problem was
'reintroduced'! And trying to clear the RESTRICTED zones didn't work this
time {arrrghhh!}.
