Keyboard shortcuts -- Program start

WIN XP PRO

I have enjoyed keyboard shortcuts to start programs of the variety of
"Ctrl+Alt+<single letter>" since Win 3.1 -- and later with other "Ctrl+"
combinations. In Win XP Pro SP2, I find that these no longer work, not do I
see a 'tick' to activate them.

One that I entered right after the OS install (Ctrl+Alt+Z) did and still
does work, but no others.

What have i missed here?

They are found by r-clicking on the "shortcut" and selecting Properties.
Pick "Shortcut" tab and click in "Shortcut key" box.

Are there shortcuts on the desktop to the programs? I believe that's a
requirement..
