Is there a way to create keyboard shortcuts for customized QuickParts?

Yes.

First, open any gallery to force Word to load the Quick Parts from the
Building Blocks.dotx template. Then open the Customize > Keyboard dialog and
select the AutoText category. You should find all the Quick Parts listed
there.

Which tab would I go to find those commands?

In Word 2007 Keyboard customizations are accomplished through

Office Button=>Word Options=>Customize=>Keyboard Shortcuts[Customize]
(Alt, F, I, C)

'Quickpart' and the other 35 autotext powered gallery entries are in the 'AutoText' category. As Jay mentioned, you have to preview
at least one gallery after starting Word for that 'Customize Keyboard' list to populate as the Building Blocks (including
Quickparts) aren't loaded at Word startup, but rather on first use.
