Keyboard problem - and a bit of a mouseproblem too !! ??

When I hold down Shift and press " nothing happens and when I hold down
Shift and press " again "" appears .
If I hold down Shift and press " and then repeat without holding down Shift
"' appears .
If I press the ' key twice '' appears .
If I press ' twice twó ' appear , HOLD IT !! and just now while I have
been experimenting look what happened to the o in the word two . Heeeeelp !
And if I hold down Shift and press " twice two " appear !
I set up Windows from an ISO file written with nLite .
I did have the correct keyboard Hotkey software that came with the computer
installed but it has been uninsalled for months .
Yikes !
I am seriously considering buying a new keyboard and mouse . The A4Tech
Swop-25 mouse I use has the cursor moving from the bottom right of the screen
to the top left of the screen too !!

Recently I asked why this very thing was happening in Outlook Express6
when I typed . I was told my OE6 profile could have been corrupted . I
created a new profile and here , the problem returns .
