keyboard/mouse not working

My daughters computer (running Windows XP) is inaccessable. When the
computer is switched on, it boots normaly and displays the desktop but the
keyboard and the mouse do not respond in any way. Computer also refuses to
start in safe mode. Keyboard and mouse work fine on another computer. For
various reasons I do not believe that this problem is a hardware or software
failure. I believe it to be some form of trojan. The question is how create
or obtain a bootable floppy disk that will allow me to access the computer,
activate the keyboard mouse and drives, and retrieve important files. Also,
if possible how do I remove the offending trojan and restore the
registry/start up settings etc.
I would be greatful for any help and advice.

PS. Please don't tell me about regular back-ups and firewalls etc. My
daughter is 18 and invincible and she does not concern herself with such
trivial matters.

So why not let your daughter get her ownself out of the mess she created?
There's no reason for her to care about being responsible if you keep
bailing her out.
 
If you have a USB mouse and keyboard and the setting in bios disabled the USB
for some reason (ie. daughter messing around in there) then the mouse and
keyboard will not work. Get a keyboard with an old style connector and go
into the bios (via F2, F12, F8, or etc. depending on computer) reset the bios
to defaults and restart. Try the mouse and keyboard.
